Provides coordination and management of IS Governance activities in the following areas: IT governance, IT portfolio/project/program management, IT process management, IT budget and financial management, communication, and reporting.Provides IS Governance capabilities and services for all IS Group functions; communicates and collaborates with IS leadership teams and Astellas stakeholders; manages vendor and contract resources consistent with the IS sourcing strategy; and ensures globally aligned process that achieve the corporate and IS division mission and strategic plans.Essential Job Responsibilities:* IT governance: Management of IS governance operations and coordination with corporate managerial and statutory governance.* IT portfolio, project, and program management: Management of IS project and portfolio planning (includes projects and ongoing operations & maintenance for complete IS activity portfolio); coordination of IS portfolio with annual budget planning; support for prioritization, reporting, and overall management of IS portfolio, projects, and programs. Responsible for operations of the IT demand management framework, business case management, cost/benefit analysis, and benefits realization for the IS portfolio.* IT process management and standards: Responsible for the maintenance, training, and continuous improvement of IT processes, standards, and tools; ensuring compliance to IT legal requirements, government or industry standards. Manage IS Governance content contributing to knowledge management process applied to IS.* IT budget and financial management: Responsible for the coordination of IS budget, forecasts, and reporting for assigned IS groups. Coordination with and support for IS staff and project teams with IS budget planning processes. Management of resources that support financial administration including billing and invoice processes.* IT performance management, communication and reporting: Responsible for collection, and reporting of IT performance metrics, key performance indicators (KPI), and management of activities. Responsible for performance of internal (IS division) and external (business and employee stakeholders) communication. Responsible for providing relevant reports in support data driven decision making at all levels.* People management: May be responsible for hiring, directing, managing, and development of IS Governance staff. Contribute to evaluation of vendors and non-employee resources performing IS Governance activities.Quantitative Dimensions:* Organizational: Manages an IS resources (staff may be in Japan, United States, United Kingdom, and other locations) of 0-2 employees plus contractors and outsourced resources.* Financial: Manages respective portion (~$50-500k USD) of IS Governance budget (~$6M USD) (annual spending).* Internal Clients: Communicates with IS group leadership, IS staff, and vendors as needed.* Vendors: May manage global, regional, and local vendors.Organizational Context:* Reports to: Associate Director, IS Governance* Peer Group: IS 5th layer (all other Manager level grades) across IS groups.* Underline staff: 0-2 employees (may be located in Japan, US, UK, or other)Qualifications:Required* Bachelor's Degree in computer science or business required* Minimum 5 years of related responsibility required, with demonstrated progress in managing a service and operational management, reporting and continual improvement; preferred in an IT planning, governance, or control functions* Pharma sector experience with strong customer focus; in multi-disciplinary, matrix and cross-cultural settings* Knowledge and strong understanding of and ability to comply with industry laws and relevant regulations* Excellent organization skills and capable of operating in a matrix organization* Ability to interpret, execute, and recommend changes to company-wide policies.* Training, education, and/or experience in vendor management* Project portfolio governance experience with projects usually managed through other teams* Ability to influence and engage diverse cross-functional senior stakeholders* Well-developed communication skills and the ability to maintain positive and cooperative working relationships with IT teams* Demonstrable examples of ability to promote best practice and knowledge sharing* Collaboration skills to interact with all levels of personnel to achieve shared goals* Fluent in written and verbal business English#LI-DC1Equal Opportunity Employer Minorities/Women/Protected Veterans/DisabledCategory Information Technology/Systems
