    About the Position

    This positionprovides leadership of the Payroll Department that includes strategic, business process, systems development and payroll expertise, withresponsibility for full cycle payroll of the ALS operations in a multi-state, multi-location environment. The ideal candidate is responsible for engaging and leading a team of skilled payroll professionals to ensure that the payroll function provides accurate, reliable and satisfies all legislative and corporate requirements, and will be responsible for the bi-weekly payroll of approximately 1,200 hourly, salary and contract employees. The individual will work closely with Human Resources and Finance teams, as well as with multiple field operations sites.

    Specific Responsibilities

    • Lead an effective payroll function (& team) that is accountable for the day-to-day operations and ensure that activities are consistent with the company's mission, philosophy and goals.

    • Implements, maintains, and reviews payroll processing systems to ensure timely and accurate processing of payroll transactions including salaries, benefits, garnishments, taxes, and other deductions.

    • Maintain a hands-on approach in administering payroll to remain current in payroll procedures.

    • Maintain the security and confidentiality of sensitive employee and payroll information.

    • Ensures accurate and timely processing of payroll updates including new hires, terminations, and changes to pay rates.

    • Oversee the production of the bi-weekly payroll to ensure that: (a) employees are paid accurately and on time, (b) accurate reconciliation of each payroll run, (c) accurate payroll data is available to HR and other departments, (d) statutory and contractual deductions are appropriately made, reconciled and remitted, and (e) payroll data is posted to the finance system in a timely manner.

    • Prepares and maintains accurate records and reports of payroll transactions, including preparation of government reporting for DOL, SSA, IRS and state or local agencies.

    • Ensures compliance with federal, state, and local payroll, wage, and hour laws and best practices.

    • Facilitates audits by providing records and documentation to auditors.

    • Provide payroll expertise knowledge to resolve issues related to statutory, regulatory and policy matters with respect to the processing of payroll.

    • Lead software development projects and upgrades by working collaboratively with Payroll or Timekeeping service providers, Human Resources and the user community. As the "project owner?, be responsible for all sign-off decisions in collaboration with the Director of HR.

    • Maintain a system of internal control that ensures payroll processing is reliable, accurate, secure, and complies with collective agreements, employee contracts, legislative requirements and company policies.

    • Maintain a wide variety of payroll information, files and records in written and electronic formats for the purpose of providing an up-to-date reference and audit trail for compliance purposes.

    • Interpret and apply complex statutory regulations, union agreements and company policies to respond to payroll enquiries and resolve payroll related issues.

    • Validates payroll general ledger entries and reconciles payroll general ledger accounts as required. Maintain and oversees the development of system general ledger interfaces .

    • Develops and maintains strong working relationships with outside vendors, including ADP and Lockton.

    • Reviews quarterly payroll related tax returns, monitors SUI rate and any state updates. Handles all payroll-related tax inquiries and penalties items.

    • Ensures compilation and preparation of payroll data for various reporting functions such as 401K, health insurance, etc.

    • Serves as system coordinator for ALS's time keeping system.

    • Approves all manual payroll checks.

    • Interprets company policies and government regulations to properly impact payroll procedures and system processes.

    • Remains current on new legislation and regulatory ruling impacting payroll. Enforces adherence to requirements and advises management on required actions.

    • Develops and manages internal controls and privacy procedures to ensure confidentiality for all employee information.

    • Communicate professionally with Company employees and executive management on payroll issues and notifications.

    • Support on as needed basis due diligence activity related to potential mergers and acquisitions.

    • On occasion and as needed, support the transition (integration) of payroll and employees to the ADP payroll system from joint venture and/or acquired entities.

    • Ability to be self-sufficient and make independent decisions.

    • Observe established safety regulations and comply with all ALS health and safety policies and procedures.

    • Ensure a high quality of personnel through effectively recruiting, selecting, training, coaching, mentoring, motivating, and evaluating staff performance. Provide performance feedback to staff including any discipline.

    • Ensure the sustainability and continuity of service by documenting procedures, cross-training, succession planning and disaster recovery/business continuation planning.

    • Other duties as assigned.

    Supervisor Responsibilities

    • Recruits, interviews, hires, and trains new staff in the department.

    • Oversees the daily workflow of the department.

    • Provides constructive and timely performance evaluations.


    About you

    The ideal candidate would have:

    • Extensive knowledge of the payroll function including preparation, balancing, internal control, and payroll taxes.

    • Excellent organizational skills and attention to detail.

    • Strong analytical and problem-solving skills.

    • Excellent customer service skills.

    • Strong supervisory and leadership skills.

    • Proficient with Microsoft Office Suite or related software.

    • Proficient with payroll software.

    • BA/BS degree in accounting or related field.

    • 7+ years of relevant experience in payroll.

    • 3+ years' experience in payroll management.

    • Working knowledge of ADP processes and related systems required.

    • Experience in multi-national organization a plus.

    • Certified Payroll Professional (CPP) credential preferred.

    Physical Demands

    • This position may require a person to sit up to 8 hours per day.

    • This position requires a person to see and interpret data on a computer monitor for up to 8 hours per day.

    • This position requires manual dexterity for data entry.
