    Job Description

    Primary Purpose of Role

    This position guides various Procurement Compliance tasks. The Specialist reviews procurement transactions prior to and after award (e.g., agreements, purchase orders, changes, etc.) to assess compliance to government requirements, laws, regulations, and company policy. The position guides internal and external audits of the purchasing system including audits by Defense Contract Management Agency (DCMA), the Contractor Purchasing System Review (CPSR), related small business program audits and audits of procurement transactions by the Defense Contract Audit Agency (DCAA). The Specialist develops processes, policies and procedures, and training for stakeholders in government contracting requirements. The position also participates in special projects such as enacting processes for suppliers to comply with government cybersecurity requirements affecting suppliers, conflict minerals, and other regulatory changes as they occur from time to time.

    Key Responsibilities

    • Demonstrate and apply competence in requirements defined in Federal Acquisition Regulations (FARs) and the Defense Federal Acquisition Regulation Supplement (DFARs), as well as specific audit elements of the Contractor Purchasing System Review (CPSR).

    • Serve as primary or secondary interface with the Defense Contract Management Agency (DCMA) during Government Contractor Purchasing System Review (CPSR).

    • Prepare and present reports to senior management for the purposes of recommending solutions, communicating updates to regulations, as well as defining the current state of the procurement system's compliance to FARs and DFARs.

    • Establish and maintain tools to effectively monitor the CPSR compliance efforts, including up to date progress of planned initiatives, areas of emerging concern or risk, and activities forecast for completion.

    • Identify market trends and correlations in global commodities, labor markets, supply chain trends, geo-political risks, and other index-based data. Develops action plans to address supplier performance trends, mitigate supplier risks, and confirm that sourcing strategies and supplier pricing is consistent with market trends and that pricing is fair and reasonable.

    • Provide resources to Procurement organization with respect to government regulations, and procedures. Develop best practices and useful templates to drive consistent governance throughout the lifecycle of purchasing agreements.

    • Conduct routine compliance reviews (internal audits) on procurement files to document ongoing operational effectiveness, collect statistics, and submit reports on risks and recommendations.

    • Monitor regulatory changes by reviewing research, attending symposiums or conferences, or associated trade group presentations to ensure the company's governance is in support of current applicable statutes, regulations, and public law.

    • Support the Procurement Compliance Director in preparing for and responding to requirements of the Contractor Purchasing System Review (CPSR) and other special assignments as they materialize. Apply project management expertise with the ability to manage and / or lead multiple projects, especially those related to FAR / DFARs compliance.

    Key Performance Measures

    • Create annual summary reports and audit-ready collection of records supporting requirements defined in Federal Acquisition Regulations (FARs) and the Defense Federal Acquisition Regulation Supplement (DFARs) consistent with the Contractor Purchasing System Review (CPSR).

    • Develop and conduct annual procurement compliance training for stakeholder groups.

    • Prepare resources and guides for commodity managers to use during the critical elements of the strategic sourcing process - prior to, during, and after award of business.

    • Establish annual program plan for compliance objectives and milestones. Monitors and reports on the progress towards these objectives throughout the year.

    • Lead efforts in defining and securing audit logistics and planning as required - organize applicable population of audit records, audit locations, onsite auditor access, timely communication to all stakeholders, collection of audit actions and follow-up, preparation of post audit correspondence, etc.

    Competencies & Behaviors:

    Required

    • Proficiency in FARs/DFARs, Prime/Subcontractor obligations, and program flow down requirements.

    • Experience with subcontracts administration or procurement in support of U.S. government contracts.

    • Skilled in creating file documentation in compliance with CPSR requirements.

    • Expertise in a variety of purchasing / supply chain concepts.

    • Confident in presenting data, reports, or other interactions with senior leadership, cross-functional groups, and third-party auditors or US Government Contracting Officer, as appropriate.

    • Expertise in Microsoft platform and business ERP - notably, using or creating spreadsheets, databases, and obtaining information or queries in complex ERP environment.

    • Manage assignments and workload with autonomy; daily tasks are largely self-directed and associated priorities are aligned with the cadence established with FAR/DFAR, CPSR audit requirements, and other enterprise goals.

    • Collaborate in a variety of work settings - including with senior leadership and US government officials.

    • Demonstrate cross-functional, organizational savvy.

    • Rely upon experience, education, and/or judgment to plan and accomplish goals; proactive in approaches to problem-solving with strong decision-making capability.

    • Continuously builds expertise and is driven to stay informed of emerging requirements and industry trends.

    • Action oriented; drives for results.

    Preferred

    • Experience with MS Power Apps in creating dashboards and scorecards.

    Qualifications

    Required

    • Bachelors Degree in Business, Finance, Computer Science or adjacent fields, Manufacturing, Supply Chain, Engineering or similar field.

    Preferred

    • Master's in Business, Finance, Computer Science or adjacent fields

    Experience

    Required

    • Advanced knowledge of the FAR, and other agency supplements.

    • 3+ years' of experience with Contractor Purchasing System Review (CPSR) and performing subcontractor proposal analyses and justifications.

    • 5+ years' of experience in Procurement, Legal, Defense, Compliance, or in a related area.

    Preferred

    • Experience in managing issues arising from the use, storage and distribution of controlled unclassified information and information subject to U.S. export controls.

    • Experience in conducting internal and/or external audits, particularly those related to CPSR requirements.
