    ACS Professional Staffing is looking for an employee to work on-site with our client. The Electrical Engineering Tech 3 position will produce complex indoor and outdoor electrical power substation and facility design drawings, material requests, and other documents required to design assigned projects. This position may be set to collaborate and support internal and external Transmission Engineering departments throughout the agency. This full-time position is located in Vancouver, WA.


    • Develop preliminary plot plans, one-lines, and grounding drawings for substation scoping and Concept Design Document (CDD).

    • Draft work from engineers and as-built drawings using advanced CAD skills and proper CAD and organizational standards for capital and expense projects.

    • Produce indoor and outdoor electrical power substation and facility design drawings, material requests, and other documents required to design assigned projects.

    • Use the CAD System and other computational methods and applications for design and design document production; utilize Cascade to find existing substation equipment information, verify equipment ratings and additional pertinent information needed to complete designs.

    • Consult and collaborate with engineering staff and other personnel to:

    • Review, discuss and interpret design concepts;

    • Identify and/or recommend requirements of detailed working drawings

    • Examine design drawings and other documents for completeness, accuracy, and conformance with project requirements and design standards, individually and as part of an integrated set of plans.

    • Perform detailed wire checking from substation schematics and wiring diagrams.

    • Provide review on assigned design projects produced by internal design groups and external service contract design vendors

    • Review rough sketches, drawings, specifications, and other engineering data from engineers to validate that they conform to design concepts.

    • Assist in developing the design of a standard template dashboard within SharePoint showing traditional template development metrics and long-term goals.

    • Assist in the development of a template tracking system within SharePoint showing applicable template information

    • Collaborate on and assist with the evaluation of applicable standards and specifications for complex and/or significant Protection Engineering projects, potential equipment acquisitions, and related activities

    • Gather data from various paper and electronic engineering drawings or legacy data systems

    • Identify and resolve conflicts in designs produced by multiple internal organizations or external entities.

    • Maintain the MicroStation cell library for the substation engineering design groups and develop new cells associated with new or updated design standard templates.

    • Provide insight and recommendations in developing new standards and updates to existing standards.

    • Provide recommendations for new or improved processes

    • Provide technician support to design engineers and technicians within the group in reports, consolidation papers, printing design packages, preparing drawing lists, coordinating the release of work-in-process (WIP) designs, and other CAD or technician needs.

    • Research missing data points and data quality issues

    • Resolve conflicting or duplicate serial numbering on designs by researching to obtain accurate information and issue corrections

    • Review and integrate requirements for many different subsystems into a consistent, workable whole and refer it to the appropriate technicians for detailed design.

    • Travel to substation field locations to gather information on existing infrastructure to aid in the creation of project documentation

    • Evaluate material and equipment requirements for projects, prepare Bills of Materials requisitions and submit recommendations for review


    • A Bachelor's or Associate's Degree in Electrical Engineering (or related technical discipline) is preferred.

    • With an applicable Bachelor's Degree, 6 years of electrical engineering work experience is required in a technical/engineering environment.

    • Without an applicable degree, 10 years of electrical engineering work experience is required in a technical/engineering environment.

    • Demonstrated understanding of electrical power substations, including protection schemes, control systems, and outdoor equipment.

    • 6 years of directly-related experience as an Electrical Technician or CAD support.

    • 6 years of experience with MicroStation CAD software and ProjectWise.

    • 5 years of experience working with data storage, database management, and records maintenance.

    • Experience working with electrical high voltage substation indoor and outdoor design and drafting in the utility industry.

    • A valid U.S. Driver's License is required.
